After addressing the attendance about the history of the Ba'ath and the difficulties it faced and its struggle to achieve its aims, President Saddam Hussein gave pieces of advice to the members of the Iraq's Command of the Arab Ba'ath Socialist Party .
If you choose a leader or a pioneer in your assembly, choose him among those if you feel tired he hurries to you to make you strong and if you triumph he hurries to defend your right and if you weaken he supports you…if your adherence to what is essential weakens his adherence to it increases.
In all cases, let the one whom you choose as a leader to your assembly, has qualities higher than you or like the best of you in his sword, mind.. He should regard defeat as a disgrace, he should not be from those who… confuse between black and white or equate, according to his criteria, between honest and dishonest.
That who becomes a leader or director in the society should not change his convictions and stand according to the movement of the public and according to his whims.
Weigh your judgments and words as precious jewels. Be careful in your judgments, be to the point in your words and direct them to legitimate goals… Do not hesitate in saying the right and describing the wrong.
Take care in the preparation of your colleagues so that each one of them will be ready to do a mission according to his party level and if you have the chance to choose, choose to each one of them the kind of task suitable for his capabilities and interests, his specialization and experience to perform his task on high level and accuracy.
Remember that satisfaction with what should be is better than implementing what should be without satisfaction, except in the national security, the sovereignty of the homeland, protection of reputation and honour or anything that falls within emergency.
Do not make your mind without hand or your hand without mind. Make your conscience the balance between them so that the hand will not be stretched or work outside the control of your mind.
After President Saddam Hussein ended his directions and according to the statute of the Party, comrade Izzat Ibrahim reviewed the accomplishments of the Party during the period between the 11th and the 12th congresses.
Then the chairman of the congress announced the beginning of the election of new Iraq's Command. Eighteen comrades were elected out of twenty-four.
