Statement by spokesman of Ministry of Foreign Affairs

on inspection activities

 

Feb.  9th, 2003

1-IAEA inspection team:

The group, which is consisted of (4) inspectors and led by Brais, (American), set out of AL-Qanat Hotel at 9.00 a.m. The group conducted a radio-Logical survey of the following sites (Al-Rayah General Co.and the factories belong to it, Ibin Al-Haithm site ,all of which are subsidiaries of the Military Industrialization Commission as well as That Al-Sawari Co. Electric Lamp Plant which are subsidiaries of all the companies situated north of Baghdad , Al-Taji area. The task was concluded after about two hours. They returned to the Hotel.

2-UNMOVIC inspection team (Biology):

A-The First Group:

The group,consisting of (5) inspectors. headed by Roznik (Holland), set out of the Hotel at 8.20 a.m. They arrived at the mixed primary school of Badir Al-Kubra that belongs to Ministry of Education, located at Al-Ghazaleyah area, Baghdad. The head of the team requested to conduct general survey to the front and back of the school area.The survey was conducted by mineral detecting machine. He asked the schoolhead to define the sewerage tubes and the tubes of tap water, which is under the ground. Then, the team used detecting machine of high precision to mark out the minerals, which he alleges of their existence under the ground. Then, they requested to dig tow clefts. They conducted precise survey to both clefts. They could not find anything except a small piece of iron and ceramic .The mission finished after about six hours and a half. They returned to the hotel.

B-Second group:

The group,consisting of (4) inspectors led by Aerik , (American) , set out of AL-Qanat Hotel at 9.00 a.m. The group arrived at Dairy Company, Baghdad . The head of the group held a meeting with the Director of the Dairy products and asked some questions: Which is the party to which Dairy Co. belongs? whether there are other plants in other areas as subsidiaries to the Company, the number of staff, date of founding the Co., the daily quantity of production, the kind of current tests conducted in the laboratory, whether there is cooperation with other dairy companies. The group toured all the facilities of the Company .The visit ended after almost one hour. They returned to the hotel.

3-UNMOVIC inspection team (missiles)

A-The first Group:

The group,consisting of (4) inspectors and was headed by Muhammed Saif Al-islam, (Indian), set out of AL-Qanat Hotel at 7.30a.m. and arrived at Al-mu’tasim Center, which is a subsidiary of Military Industrialization Commission. it removed the tags fixed on the buildings, which were visited on 8th Feb. due to the non-availability of keys, then, the group inspected them. They were halls for study, workshops, storages and bureaus. The visit ended after almost one-hour .The group returned to the Hotel.

B-The second Group:

The group,consisting of (3) inspectors . headed by Gerhard, (German), set out from of AL-Qanat Hotel at 8.35 a.m. and arrived at AL-Batani General Company which is a subsidiary of the Military Industrialization Commission, located at AL-Jadriya area. It held a meeting with the person who is in charge of the Company .The focus of the meetings was on checking the special declarations of the Company and whether there were any assessment made and whether there are future projects. The group visited the laboratories of the Company. The visit ended after about two hours and a quarter. They returned to the hotel.

C-The third Group:

The group,consisting of (4) inspectors and led by Gui, (French), set out of the Hotel at 8. 15 a.m. and arrived at Al-Ma’moon Factory which belongs the Al-Rasheed General Co. /Military Industrialization Commission. The group held a meeting with the Director of the Factory and then inspected the buildings. The visit ended after three hours. They returned to the hotel.

4-UNMOVIC Inspection Team/ Baghdad

A-The First group:

The group,consisting of (13) inspectors headed by Jacque , an (American), set out of AL-Qanat Hotel at 9.00 a.m. and arrived Al-Taji ammunition storage depots which  belong to Ministry of Defense . The group checked the empty warheads available in one of the storages by a radiometric device. The visit continued for about five hours. The group returned to the Hotel.

B- The second group:

The group,consisting of (9) inspectors headed by Temthni, an (American), set out of AL-Qanat Hotel at 8.50 a.m. it arrived at Iba’ Center for Agricultural Research, located in Abu- Ghraib area. The group held a meeting with the Director of the Center and asked him the following questions: What are the sites of the center which are outside the headquarters? What are the objectives of the center and the most important works being made by it? What is the party to which it belongs? From where they get their financial allocations? Whether they have any relation with other ministries and offices. the group visited all the facilities of the Center.

The visited continued for about four hours and half, they returned back to the hotel.

5-Common UNMOVIC inspection team/ Al-Mosul:

The group,consisting of (10) inspectors headed by Aoula, (Sweden), arrived at the Transportation and Maintenance unit /Nineveh Health Directorate/Ministry of Health. The group held a meeting with the person whose is in charge of the site and sought clarification on the frank name of the site and the name of the person who is in charge, the number of the personnel of all sorts, the name of the party which finances and whether they received new cars, whether they make maintenance on the vehicles or changes, and when this site was established. The mission was concluded after about forty-five minutes. The group returned to Nineveh Palace Hotel.

 Interviews

UNMOVIC commission asked to have an interview with two Iraqi specialists in one of Iraqi hotels. The National Monitoring Department urged them to attend at the appointed time and place, but the first specialist refused to have the interview in the hotel and asked to be conducted at the National Monitoring Department definitely and with the attendance of a representative of NMD. The second specialist attended at the appointed time and asked to use audio record in order to document the interview, but the UNMOVIC refused to conduct the interview.
