Two Villages in Drenica Still Under Random Serb Fire

 

PRISHTINA, March 6 (KIC) - A source from Llausha village (Skenderaj) told Kosova Information Center (KIC) at around 18:00 today that the village was still sealed off by Serb forces.
There were random shootings from sniper and automatic rifles, the source said.
The neighboring Prekaz village was under random shelling and shooting today, the source said. Shooting from automatic rifles was still heard in Prekaz village in the late afternoon hours.
Meanwhile, a 17-year-old Albanian, Riad Jashari, native of Prekaz, who has been able to leave the village has described the way the Serb forces have clamped down on the houses of Albanians.
Mr. Jashari, who has found shelter at Oshlan village of Vushtrri (in Serbian ‘Vucitern’) has told a foreign reporter that masked Serbs raided his house furiously on Thursday. There were 30 people in the house, he said. The women and children were forced to leave the house one by one, while the three males were executed by the Serbs. Two died, while the third was only wounded but let inside the house, he said
Riad Jashari said he could leave the house as he had been disguised in women’s clothes. When realizing later that he was not a female, Serbs opened fire. He was wounded, but he made a narrow escape.
Huge Serb police and military forces launched Thursday early in the morning an attack against several villages in Drenica region, central Kosova. According to Serb Ministry of police, 20 Albanians were killed. Yet unconfirmed sources says that the number of fatalities has reached 50.

President Rugova Receives Diplomats of Contact Group Countries

PRISHTINA, March 6 (KIC) - The President of the Republic of Kosova Dr Ibrahim Rugova met for talks this afternoon with a delegation of the Belgrade-based diplomats of the countries making the Contact Group: Ambassador Richard Miles, Charge Affairs of U.S. Mission, German ambassador Wilfried Gruber, Italian ambassador Riccardo Sessa, UK ambassador Brian Donnelly, Mr. Gérard Fauveau, First Counsellor in the French Embassy, and Mr. Oleg Levitin, First Secretary in the Russian Embassy. Participating in the meeting were also Mr. Robert Norman and Mrs Rossella Franchini, political counsellors in the U.S. and Italian embassies, respectively.
The diplomats representing the Contact Group conveyed the position of their government, expressing deep concerns and strong condemnation of actions of Serb forces in the Drenica region. The diplomats expressed their own sympathies for the suffering of the people in Drenica amidst these violent developments.
President Ibrahim Rugova said the situation in Kosova has deteriorated dangerously in the wake of the attacks Serb police and military forces have launched against the local Albanian population in Drenica.
Dr. Ibrahim Rugova urged for international pressure to make Belgrade bring an end to Serb police/military crackdown. He urged in addition for the international community to establish a presence of all possible forms in Kosova so as to create the conditions necessary to pursue a political resolution of the Kosova issue.
The people of Kosova have been committed all along for a political and negotiated settlement to the Kosova crisis, President Rugova underlined, pressing for steppe-up international efforts to secure that a talks process between Kosova and Serbia, under an effective intermediation, is established in pursuit of a peaceful settlement.
"Of the highest urgency now, however, is to get the Serbs bring an end to the outrageous operations in Drenica and allow medical and humanitarian relief in", President Rugova emphasized.
The diplomats of the Contact Group countries were in Prishtina today in the run-up to a ministerial level meeting of the Group in London on Monday to discuss the situation in Kosova.


Brian Donnelly: ‘Great Concern about Continued Police Activity in Drenica

 

PRISHTINA, March 6 (KIC) - Friday afternoon in Prishtina, after the meeting of a delegation of the Contact Group with President Ibrahim Rugova, Brian Donnelly, the UK Ambassador to Belgrade, spoke to the press.
Following is his statement on behalf of the delegation: "As you know, the ministers of the Contact Group countries will be meeting Monday in London to discuss the situation in Kosovo. We’ve come to get first-hand information on the situation here. We would like to underline our great concern about continued police activity in the Drenica region. We have asked the Serb authorities to cease all actions and to allow free access to the international media and humanitarian agencies. We would like to urge all sides to abandon violence and to devote all their energies to seek a peaceful solution to the problems here.
In this context, we support very much the efforts of Mr. Paglia, and believe that the implementation of the Education Agreement will be an important first step to rebuilding confidence."

Serbian Police Shoots at People on the Move, in Their Yards

PRISHTINA, March 6 (KIC) - The CDHRF chapter and LDK sources in Mitrovica said today Serb police snipers have been shooting at people on the move.
The Serbian police shot with automatic rifle in the direction of Ismet Hasani at Lushtė village.
Meanwhile, at noon, a Serbian police sniper, stationed at Klinė e Epėrme, made an attempt on the life of Aziz Bajraktari, who was on his yard.
Sources in Mitrovica reported late afternoon that Serbian police have occupied, and turned Albanian homes into their base. They occupied the homes of Ismet Bekteshi, Fekė Kadriu and Ismet Osmani at Klinė e Poshtme village of Skėnderaj (in Serbian ‘Srbica’).
Nearly all the residents of the villages which have been placed under siege have fled their homes and found shelter in villages outside the police siege, with the exception of some families who have refused to abandon their homes.

Serbian Police Wound Albanian at Klina e Epėrme

PRISHTINA, March 6 (KIC) - Yesterday (Thursday) morning the Serbian police shot and wounded Raif Bajrami at Klina e Epėrme village, LDK sources in Mitrovica reported.
Mr. Bajrami was in his yard when he was shot by the police from a distance.
The Serbian police opened fire in the direction of Mr. Bajrami’s daughters, Safete Bajrami (20) and Hava Bajrami (16). Fortunately, they were not hit.

 

Kosovar Health Care Institutions Press for Humanitarian Corridor in Drenica

PRISHTINA, March 6 (KIC) - Kosova Albanian doctors have appealed today for a humanitarian corridor be established in Drenica so to be able to provide medical assistance to the affected population in the area.
In an appeal addressed today to the Geneva-based World Health Organization (WHO), Dr. Binak Kastrati, chairman of the Doctors Association of Kosova, Dr. Isuf Dedushaj, chairman of the Kosova Red Cross, and Dr. Hashim Maloku, Dean of the Medical Faculty of the Prishtina University say they have credible information that wounded people are suffering under the ruined houses in Drenica, targeted by Serb artillery on Thursday.
The Serb-run medical institution have not "shown any sign of will to fulfil their duty", whereas Albanian medical crews have been denied access to the area which has sealed off by Serb forces.
The Kosova doctors warn that Albanian population in 14 Drenica villages of Drenica under the siege of Serb forces have urgently need medical and sanitary equipment, as well as food supplies.
"We rally count on your urgent support and solidarity", reads the appeal of the Kosova doctors sent to WHO.

‘Milosevic Has Got to Call the Dogs of Repression Back’, US Department Spokesman Says

PRISHTINA, March 6 (KIC) - The situation in Kosovo is very serious and there will be serious negative consequences for the Belgrade regime as a result of this latest outrage operations, the US State Department James Foley said in a press briefing on Thursday.
The first step will be the withdrawal of the positive measures Special Representative Gelbard previewed with Mr. Milosevic during a visit in Belgrade last week, Foley said. "We will explore with the Contact Group Ministers on Monday in London additional coordinated measures in response to these events," he said.
James Foley said that the U.S. has proposed that independent outside authorities investigate the deaths of a number of Kosovar Albanians who were killed in violence last weekend. "There are credible reports that they were, in fact, executed while in the custody of Serb police", he said, and added that according to credible reports Serb police operations have been going on in Kosova.
"The United States strongly condemns the violence in Kosovo this weekend, particularly the excessive use of force by Serbian police. This violence results from the failure of Serbian authorities to recognize the legitimate grievances of the Kosovar-Albanian population", Foley said.
The State Department said that the U.S. message to both parties is that difficulties in Kosovo cannot be solved through the use of force. "But we believe that the Kosovar people - Albanian Kosovars in Kosovo have legitimate political grievances. They have a right to an enhanced status within the FRY, to greater self-administration. These are fundamental political rights and grievances which have not been addressed, and which are the ultimate source of the violence which has occurred in the last days" her said.
"Without wanting to exaggerate, the situation is very grave. Some terrible, repressive acts have occurred. Innocent people have been killed. That’s why we’re calling for independent outside authorities to investigate those killings", James Foley said, noting that all the sides have been urged to remain calm and exercise restraint.
Speaking of the seriousness of conflict spillover, Mr Foley said the U.S. has "always believed that Kosovo has implications beyond Kosovo, beyond the FRY region-wide. That’s why the situation there is so critical, and that’s why we are going to be meeting in the Contact Group on this basis, to deal with this issue. We think, indeed, that violence in Kosovo can have an impact beyond Kosovo, and it is critical that the international community come together, as they will on Monday, and make it crystal clear to Mr. Milosevic that he’s got to call the dogs of repression back and must sit down and negotiate with the Kosovar Albanians - the moderate leadership there - on the kinds of reforms that will be necessary to diffuse the situation.
Asked whether U.S. has recognized Milosevic’s systematic effort to destabilize Kosovo, Mr. Foley said: "He has shown a record over the last decade as a tactician of some ability, but not usually demonstrated an ability to think long-term, to think about the long-term interests of his people in the region; although we have recognized positive steps on Dayton implementation when he has taken those.
"Whether it involves a conscious long-range design or mere tactical
maneuvers, the fact of the matter is that the repression that is taking place is totally unacceptable to the international community and will have the most severe consequences.
Mr Foley did not rule in or out the United States or Europe role in a dialogue between Belgrade and Pristina.
"I think, as far as the United States is concerned, what is important is not so much who is doing the mediating as the fact that the two sides are coming together and sitting down at the table and discussing differences, and discussing the implementation of the real reforms that will address the root cause of the violence and address the just grievances of the Kosovar Albanian people" James Foley said.

 

UNHCR Is Considering Contingency Plans for Kosova

 

PRISHTINA, March 6 (KIC) - UNHCR and other Geneva-based aid agencies were making contingency plans in case the violence in Kosova spreads and leads to an exodus of refugees, the news agency Reuters said today.
Reuters has quoted the UNHCR spokesman Kris Janowski as saying that "the UNHCR is extremely alarmed by the upsurge in violence in Kosovo" and there is fear that the kind of ethnic bloodshed seen in Bosnia may occur there.
Janowski said that there were reports that large numbers of women and children have fled Drenica but it could not confirm them as three municipalities, Skenderaj (Srbica), Gllogovc and Klina remained sealed off by Serb security forces.

 

Stern Verbal Warnings Will No Longer Suffice, IHF Says

PRISHTINA, March 6 (KIC) - The International Helsinki Federation for Human Rights (IHF) and its affiliates from Serbia, Kosova, Montenegro, Netherlands, Norway, and Sweden called upon the Contact Group and the United Nations Security Council to take immediate steps to prevent further summary executions, torture, and ethnic cleansing by Serbian police units in Kosova.
The IHF recommended that the Contact Group members agree on a common strategy, one that will lead to an end to the police terror and armed violence on both sides and to internationally mediate negotiations aimed at a political solution for Kosova.
"The Contact Group members cannot allow diverging approaches and inertia to render them powerless, to the advantage of those who would undertake systematic murder and ethnic cleansing with impunity. Stern verbal warnings will no longer suffice.
The IHF called for a "Dayton-like" process, adding that only a similar investment of political energy can prevent further massive human rights violations and violations of international human rights and humanitarian law.
"The IHF fears that recent and ongoing murders and terror by Serbian police units are premeditated elements of a program of ethnic cleansing aimed at driving Albanians into a new political reality, leaving a rump Kosovo free of Albanians, said IHF in a statement issued Friday.

Serb Attack on Prekaz Continues Unabated

 

PRISHTINA, March 6 (KIC) - Serb attacks on several family compounds of the Prekaz village of Skenderaj (in Serbian ‘Srbica’) have been going on today, an eye-witness from Vushtrri, who was able to approach Prekaz, as well as LDK sources in Llausha of Skenderaj (in Serbian ‘Srbica’) and in Mitrovica told KIC.
Four houses of the Brahovi family compound were said to be in flames after Serb shelling. A house was reported ruined completely.
Latest reports indicate that Serb forces have entered the large Lushtaku and Kadrijaj family compounds.
Zenė Lushtaku from Prekaz, who had a telephone conversation from Prishtina with her sister living in the near vicinity of Prekaz i Ulėt village, said it is feared Serb forces are terrorizing the people who could not escape the affected area.
Zenė Lushtaku told KIC his extended family has 30 members. He said he was afraid police forces would massacre his own family and other Albanian people there, just like they did on 28 February and 1 March, slaughtering 24 Albanians in their own houses and yards.
The eye-witness near Prekaz said by phone the above family compounds have been encroached upon by advancing Serb forces, backed up by tanks and armoured vehicles.

Llausha Villages Still Under Serb Siege, Albanian Dies of Wounds Received Thursday

 

PRISHTINA, March 6 (KIC) - A source from Llausha village told KIC early afternoon today the village was being held under a strong grip of Serb forces, which have been reportedly moving on it.
The sources said there was random shooting by Serb forces.
The situation within the village itself was described as very grave indeed. Women, old men, and children are in because they could not leave the area, which has for two days been sealed off by Serb forces.
KIC has learned that Miftar Rreci, who was shot and wounded near his house in Llausha yesterday, died today.

 

International Community Should Step in With Preventative Measures in Kosova, President Ibrahim Rugova Says

 

PRISHTINA, March 6 (KIC) - The President of the Republic of Kosova Dr. Ibrahim Rugova’s regular Friday press conference focussed today on the dramatic situation in Drenica in the wake of Serb police and military attacks on Albanian villages.
"Yesterday’s attack of Serb police/military forces in Drenica against the local civilian population resulted in scores of casualties. This is the second Serb massacre in a week over the Drenica regions’s population, and indeed the people of Kosova.", President Ibrahim Rugova said.
He recalled that in the massacres many innocent Albanians were killed, including old men, women and children. "These attacks on the Drenica region are part of long-standing Serb schemes to ethnically cleanse Kosova", Dr. Ibrahim Rugova said.
The Kosova leader condemned yesterday’s Serb police/military crackdown in the strongest terms and pressed for an immediate end to these "deadly attacks" against Albanians.
The international community should step in with preventative measures in Kosova, President Ibrahim Rugova said, reiterating his call for the U.S. and the EU to undertake speedy steps on Kosova.
He reiterated his plea to President Clinton, Prime Minister Blair, President Chirac, Chancellor Kohl and Prime Minister Prodi, to use their powers to save the people of Kosova from a Serb massacre.
"The people of Kosova have sacrificed a lot for years to avert a conflict break-out in Kosova", the President said, adding that such a conflict would have grave consequences for the entire south-eastern Europe.
The people of Kosova are committed to pursue their legitimate demands for freedom, independence and democracy by peaceful and political means, Dr. Ibrahim Rugova said.
President Rugova pressed for the Kosova issue to be urgently put on the UN Security Council agenda. "Kosova needs international protection in all possible forms".
President Ibrahim Rugova urged for international pressure on Belgrade to immediately end the ongoing Serb forces’ attacks.
At the end of today’s conference, President Rugova urged the people of Kosova caution against diverse rumours and falsehoods, which are aimed at instilling fear and panic, "part of the special warfare of Serb security services".
Dr. Ibrahim Rugova expressed his appreciation for the international reaction condemning massacres in Drenica and the work journalists have been doing to cover developments these days.
The Belgrade-based ambassadors of the Contact Group countries will be visiting Kosova today, President Rugova told reporters today.
Italian and U.S. diplomats were here yesterday. The Contact Group will meet in London Monday.
"The thing of the highest urgency is for Serb operations in Drenica to end", President Rugova concluded.
Asked by reporters regarding a possible crisis group here, Dr. Ibrahim Rugova said Kosova has got its institutions - the Presidency of the Republic, the Coordinating Council of Political Parties, the Presidency of the LDK, as well as other political parties operating in Kosova.

President Rugova received Friday Mr. Milan Bobic, First Secretary in the Swedish Embassy, and Trond Olsen Naess, First Secretary in the Norwegian Embassy in Belgrade.
The dangerous situation in Kosova amidst operations of Serb forces against Albanian villages in Drenica was discussed in the meetings.
President Ibrahim Rugova urged for international pressure on Belgrade to immediately end the ongoing Serb forces’ attacks.

Over 450 People, Fleeing Drenica, Arrive in Fushė Kosova Villages

 

PRISHTINA, March 6 (KIC) - Albanian families, mostly women and children, fleeing the area surrounding the Drenica villages which were attacked by Serb forces started arriving in the villages of the municipality of Fushė-Kosova (in Serbian ‘Kosovo Polje’).
The Fushė Kosova chapter of the Council for the Defense of Human Rights and Freedoms (CDHRF) said 120 persons have gone to Miradi e Ulėt, in Sllatinė e Madhe - 81, in Bardh i Madh - 60 women and children, in Grabovc i Epėrm - 80 women and children, in Fushė-Kosovė - 58, in Miradi e Epėrme - 5 families, in Pomozotin - 20 women and children, etc.

Serb Forces Launch All-out Attack at Llausha Village, Drenica

PRISHTINA, March 6 (KIC) - An LDK source from Llausha told Kosova Information Center (KIC) on the phone at 10:20 that Serb forces launched a huge attack at Llausha village, near Skenderaj.
The village is being shelled with armament of all kind from several places, including Prekaz and Klina e Ulėt villages, the sources said.
At 8 o’clock this morning the same source told KIC that mainly children and women were still in the village as most of men had moved out during the night.
Today morning, an armed attack resumed on Prekaz, a village which bore the brunt of Serb police and military operations yesterday.

Serb Forces Resume Attack on Albanian Villages in Drenica

PRISHTINA, March 6 (KIC) - There was random shooting all night long in the Drenica villages, which were under continued heavy Serb fire yesterday (Thursday).
Today morning, an armed attack resumed on Prekaz, a village in Skenderaj (in Serbian ‘Srbica’) in central Kosova which bore the brunt of Serb police and military operations yesterday.
Sources from surrounding villages said Serb forces have started shelling other houses of the Jasharaj family compound in Prekaz, which had survived yesterday’s shelling.
Serb Ministry of the Interior said Thursday it had killed 20 Albanians in the village, branding the victims ‘terrorists’.
The number of dead and wounded among local Albanians could be much higher, given the fact that heavy Serb shelling targeted the villages all day, leaving at least a dozen houses ruined or burned down to the ground.
A sources at Llausha, a village bordering on Prekaz, said today morning two busloads of Serb policemen had reached Prekaz.
Sources from Mitrovica tell today that fresh Serb forces were heading for Skenderaj. Reports from Gllogovc said two armored cars and two busloads of Serb policemen left the town this morning, leaving for Skenderaj.
Shooting with fire-arms were reported in the Rakinica and Aēareva villages in Skenderaj.
Reports from Mitrovica and Vushtrri speak of hundreds of Albanian families having fled the Drenica area and to have sought shelter elsewhere. A number of evacuee families are reported to have gone to Lipjan, Shtimje and Gllogovc.

Serb Forces Besiege Llausha

PRISHTINA, March 6 (KIC) - Huge Serbian forces have reinforced today the siege of Llausha, a village bordering on Prekaz.
An LDK source from Llausha told KIC at 9 o’clock Serb forces have been advancing from all sides towards the village.
Women and children are in the village, so a Serb massacre could be terrible, the source concluded.

At Least 50 Albanians Feared Killed in Prekaz

PRISHTINA, March 6 (KIC) - At least 50 local Albanians were killed by Serb forces attacking Prekaz village Thursday, local sources said.
It is feared during the Serb armed attack the members of the family of Shaban Jashari, including many children, have been killed.
The homestead of Shaban Jashari was burned to the ground, eye-witness said last evening.
The family of Shaban Jashari was attacked by Serb forces on 2 January 1988. Two young women in the family had received gunshot wounds.

Serb Police Mendacity

PRISHTINA, March 6 (KIC) - The Serbian Ministry of the Interior accused yesterday the media for writing falsehoods, attributing to Serb police what it had not done.
Yet, this very Ministry, in a statement issued last evening, engages in falsehoods itself. It said during actions of 28 February and 1 March in Drenica, Serb police forces killed 16 Albanian ‘terrorists’.
It is a commonplace fact by now that the following 25 Albanians were killed last weekend: Beqir Sejdiu, Nazmi Sejdiu, Bekim Sejdiu, Bedri Sejdiu, Xhemshir Nebiu, Rukie Nebihu, Ilir Nebihu, Rexhep Rexhepi, Beqir Rexhepi, Muhamet Gjela, Naser Gjela, Ahmet Ahmeti (50), Gani Ahmeti (47), Ilmi Ahmeti (43), Hamėz Ahmeti (45), Driton Ahmeti (23), Naim Ahmeti (22), Basri Ahmeti (20), Shemsi Ahmeti (16), Lumni Ahmeti (20), Elhami Ahmeti (20), Behram Fazliu (65), Ibish Rama, Ismail Behrami dhe Bekim Deliu.
Members of four families (ten Ahmeti ones) make the majority of those killed by Serb forces in their own houses or yards.

Serb Security in Plain Clothes Maltreat Albanians in the Streets of Klina

PRISHTINA, March 6 (KIC) - Sources in Klina said this morning that Serb security and police in plain clothes have been harassing and physically ill-treating Albanians on the streets of this small town in central Kosova.
Ismet Rraci, chairman of the local LDK branch in Klina told Kosova Information Center (KIC) that Serb security ill-treated dozens of Albanians on Thursday and today morning. Some were detained and subjected to severe beating while in custody. Ismet Rraci said he witnessed himself the apprehension of about ten Albanians in the Klina town center this morning.
LDK sources in Klina said that Serb security and police officers in plain cloths arrested Thursday several Albanians who were later tortured fiercely outside the police premises. They were taken near the banks of the Drini river and were beaten brutally.
The movement of local Albanian population in Klina has been drastically restricted amidst stepped up campaigns of oppression and intimidation by Serb police and armed Serb civilians.
