Article 67 of the Constitution of the FRY stipulates that the abuse of rights is anti-constitutional and punishable, and that the rights guaranteed by the Constitution are protected by the regular courts of justice - municipal and district courts, in second instance and third instance procedures. The Ministry of Justice of the FR of Yugoslavia includes a Human Rights Section which monitors the respect of the rights guaranteed by the Constitution of the FRY and the work on the development and promotion of the legal system in that field. This body also monitors the enforcement of the federal laws and regulations in the field of the protection of human rights. The Federal Ministry of Foreign Affairs, the Federal Ministry of the Interior, the Ministries of justice of Serbia and Montenegro and their Ministries of the Interior, have also their respective competencies in that field. In the framework of the Assembly of the FRY, there is a Standing Commission for the protection of the rights and the enforcement of the obligations stipulated in the Constitution of the FRY, in the laws and other regulations, and of the obligations assumed by the signatures and ratification of international treaties.
