AMERICAN FRAMEWORK FOR INDEPENDENT KOSOVO

The Lansdowne Declaration defined by the representatives of diverse Albanian factions in Kosmet under the vigilant eye of their teachers from the United States Institute of Peace and the seal placed on the platform for independent Kosovo by the Secretary of State Madeleine Albright and the famous Albanian lobbyist, Senator Bob Dole, are indicative of the kind of future decided for Kosmet by Clinton's administration. The fact that this vision is in direct contravention of the UN Security Council Resolution 1244 is no obstacle for a policy which has thus far violated the whole body of international law. The meeting organised by the United States Institute of Peace in Lansdowne Centre Virginia from 9 until 13 September gathered 39 "disciples of democracy" from the widest spectre of the terrorist, political, media, economic and humanitarian organisations of Kosmet Albanians. All of them - starting with Berisha Palok, representative of the Society of Mother Teresa, to the five representatives of the terrorist KLA led by the product of the American political styling Hashim Taci - have but one thing in common: the wish to separate Kosmet from Serbia and Yugoslavia.

They are well aware that only the U.S.A. can fulfil them this wish and that is why they agreed to have the framework of their future state set by the American experts. Still, the Washington administration knows it full well that this intention is illegal and does not wish to take the responsibility for it overtly. The United States Institute of Peace has once again been used as a screen.

Experts in Crises Management

The United States Institute of Peace has become known to the Yugoslav public late last year when, after the uncovering of the CIA plan to approve 35 million dollars for the toppling of the authorities in Serbia, it took the full responsibility and stated that the architects of the plan were the Institute's experts. In the meantime, after the brutal NATO aggression on Yugoslavia this kind of a screen was no longer needed and Washington announced that over the next 12 months the American taxpayers would set aside 100 million dollars for the same purpose to be dispatched to appropriate addresses by the CIA.

The screen was dismantled once again to serve Clinton's administration as the fig leaf to conceal the disgraceful intentions to cheat at the UN Security Council Resolution 1244 and the Kumanovo Military-Technical Agreement.

The stories about the war for human rights, prevention of ethnic cleansing and preservation of a multiethnic Kosovo (the one Tony Blair named a "progressive war") obtained their final form in anarchy, eruption of uncontrolled violence and systematic banishment of almost the entire non-Albanian population, all in a rather small province the security of which had been placed in care of the countries most developed in technological and military terms.

The United States Institute of Peace - allegedly an independent and non-party institution which aims at overcoming the conflict peacefully - is essentially one of the increasingly more numerous centres for crises management first established in 1984 and financed by the US Congress ever since. The Board of Directors is appointed by the president of the U.S.A. in person and the selection of its members is confirmed by the US Senate. The Institute had a fairly inconspicuous role during the Kosmet crisis, since its intention to examine the possible approaches for a peaceful solution was entirely unnecessary, since the White House had already decided to attain its interests by using force against the Serbs.

The circumstances are now substantially different. Although the situation in Kosmet is disastrous, this does not interfere with the attainment of the primary objective - to establish control over the southern Serbian province and install NATO forces in it. Still, the strategists are now faced with the problem of pacifying the Albanians terrorists and criminals without using force or suffering victims themselves, and how to force all other representatives of the variegated political spectre of the Kosmet Albanians to reconcile to the domination of the party yet to be established by the terrorist KLA. The stick is, therefore, out of use and that is, to the detriment of the authority of the KFOR and UNMIK, quite clear to Taci, Ceku and their terrorist brotherhood. The only thing that has remained is the carrot and the terrorists would be ready to conceal their real intentions in order to get it, although it is the same as it used to be - the promise of independence.

Naturally, having received the signal from the White House, the United States Institute of Peace has once again started working in order to "create the framework for co-operation to help Kosovo not to go astray during transition towards democracy " or rather independence, as stated in the Declaration. One look at the Declaration leaves no doubt that this is precisely what the 39 Kosovo Albanians were promised there.

"Kosova" - Dream Come True in 5 to 10 Years

Judging by the Declaration designed to be fully implemented in 5 to 10 years - the southern Serbian province should, under the US patronage, become an independent state with the name "Kosova". This would be attained by fulfilling a series of conditions including the following, which are in direct contravention of the Resolution 1244:

In Lansdowne, Kosmet Albanians were promised the right to self-determination. It will not be based on a referendum to be carried out under international control. They were also promised a unitary judicial system, the police, the right to issue their own passports and identity cards, complete economic independence, integration into international institutions and defensive control of the territory through the transformation of the so-called KLA into the national defence force which would then accede to the Partnership for Peace.

The decision to transform the terrorist KLA into a kind of a Kosovo protection Corps, was precisely what breathed life into this Balkan Frankenstein state and showed that the American strategists decided which variant of the political future they wanted for the country of the blackbirds (Kosovo) and church lands (Metohija). The fact that this ruins the UN Security Council Resolution 1244 is only an additional motive for them, since this will deal yet another blow to the already shaken foundations of the United Nations.

Albright and Dole - Godfathers of the Frankenstein State

The proof that the U.S.A. is really in the backdrop of the defined objectives of the Kosmet Albanians did not take long to surface, since already the next day, on September 14 when all those who attended the school of separatism went back from Virginia to Washington were honoured to be addressed by the American Secretary of State Madeleine Albright who refereed to the hardened terrorists as mothers and fathers of the democratic Kosovo. In addition, while obviously approving the Lansdowne plan in full, she said: I am only sorry not to have been here during your meeting, since I would have offered you to hold it on my farm in Hillsboro, thus missing the opportunity to call this document the Hillsboro Declaration.

She continued her speech by describing Kosmet in the rosiest colours: the refugees were back, the Serbs wish to remain in Kosmet in increasing numbers, the reconstruction is advancing at a fast pace, economy has started to bloom, the long denied education has once again been made available to Albanian children. the UNMIK has established the judicial system, a police academy has been opened, the independent media work at full speed. No aesthetic surgeon could turn Frankenstein into an Apollo but Madeleine Albright proved that politicians can do more than that, since she called all those who criticise terrorist crimes fanatics and cynics.

I grant you that the US shall be with you all the way, exclaimed Albright, and announced the first three specific steps on road to independence: the opening of the US office in Pristina, appropriation of substantial sums from the next year's US budget for the elections, development of the free media and setting up of independent police and, third, full support to the creation of the "Kosovo Corps".

All this was commended by the famous Albanian lobbyist and failed presidential candidate Senator Bob Dole, who once again confirmed that, having supplied them with arms and air support, the US shall continue to provide the "mothers and fathers of the democratic Kosovo', i.e. the terrorists, with a land support and a political dowry until full independence is obtained.

Kosovo - Demilitarisation of the "KLA"

AMNESTY OF CRIME

The agreement on the transformation of the separatist "KLA" signed in Pristina by the commander-in-chief of NATO forces in Europe, General Wesley Clarke, UN administrator for Kosovo and Metohija Bernard Kouchner, political representative of this terrorist organisation Hashim Taci, KFOR commander Michael Jackson and "KLA" commander Agim Ceku, not only fails to essentially disarm and demilitarise this terrorist organisation but represents a move which prolongs its life in both the military and political sense.

"Kosovo Protection Forces" the future name of the terrorist "KLA", is, according to explanations of international factors a "civilian" force, which will "act under the command of special envoys of the UN Secretary General and the KFOR commander" and "shall carry limited arms for personal protection". Its members shall wear an insignia almost identical to that of the "KLA" and out of the total of about five thousand members of this "guard" two hundred will have light weapons. Their chief commander shall be Agim Ceku, one of the leaders of the terrorist "KLA".

Essentially, "Kosovo Protection Forces" are the same thing as the "KLA", only a little different. The Albanian leaders consider these forces the embryo of the future Albanian army in the "independent Kosovo", along with the members of the international police which recruits mostly the fighters of the terrorist "KLA". "Kosovo Protection Forces" provide new employment for the former terrorists and brigands who during 1998 and 1999 carried out over ten thousand attacks on the Serbian police officers and the Yugoslav army which ended in the killing of over a thousand soldiers and policemen, kidnapping of close to seven hundred civilians and terrible crimes both against the Serbs and Albanians who thought differently. The creation of the "Kosovo Protection Forces" with caring patronage of NATO is essentially an attempt to amnesty criminals and cover up their crimes.

In addition to the fact that this act is in gross violation of the UN Resolution 1244, the survival of the terrorist organisation of extreme Albanians means a prolonged agony for the Serbian and Montenegrin population remaining in Kosovo and Metohija. With this kind of transformation of the terrorist "KLA" the international community once again proves that it supports only formal retention of Kosovo and Metohija within Serbia, but essentially already treats this part of the Serbian territory as a separate, for the time being para-state entity.

"Kosovo Protection Forces" with "international" police consisting exclusively of Albanians, and thus in a way under the control of the terrorist "KLA" stand for the legalisation of a segment of this terrorist organisation. The other, more numerous part of the "KLA" shall continue illegal existence. They are terrorist bands which systematically pursue ethnic cleansing in the territory of Kosovo and Metohija and kill the remaining Serbs and Montenegrins, Muslims, Turks and Romanies, while setting their houses on fire and plundering their estates.

Will the members of the international police and "Kosovo Protection Forces" be able to fight the bandits? Will it be possible to turn former comrades one against another? Will the former terrorists be capable of arresting those who committed the massacres in Klecka, Glodjani, Prizren, Orahovac, Suva Reka…? One could hardly believe this NATO promoted delusion.

The disarming of the terrorist "KLA" is a story unto itself. The KFOR take pride in the fact that the "KLA" surrendered ten thousand pieces of arms, meaning that this organisation was thereby disarmed. They forget that until September 1998 the police and the Yugoslav army seized almost 13 thousand weapons on the territory of Kosovo and Metohija in various actions aimed at crushing the terrorist groups. At that time, they mostly took away submachine guns, heavy and light machine guns and light canons, and what the KFOR was now given are mostly trophies. Weapons surrendered to the KFOR do not include, e.g. the modern "Barret" sniper rifles or "Striker" grenade launchers the Albanian terrorists obtained from NATO countries. There are no light canons, and the number of the surrendered mine throwers is almost symbolical. Thus, the complete ordnance, especially the modern one, has not been surrendered and remains hidden in dark storage rooms of the terrorist "KLA".

In this context the KFOR insistent claims that the "KLA" has merely civilian tasks and a multiethnic nature are empty phrases covering up the truth. It may be that NATO intended to use this way to "lull" this terrorist organisation, but it actually retains its presence, keeps its weapons and may be "awakened" at any moment, especially if the need arises in Macedonia where the aspirations of the Albanian separatists are still great.

Knowing that the Albanian separatists and terrorists caused the war in Kosovo and Metohija and that while doing that they corrupted certain circles in power in Western countries. It is clear that the corruption of international troops in Kosovo will be still greater.

On the other hand, the perpetuation of the "KLA" in the form of "Kosovo Protection Forces" and the structure of the international police in a relatively peaceful period has a specific meaning for the political reinforcement of the "KLA". The leaders of this terrorist organisation already announce the forming of their parties which will use the "international police" of Albanians and the "Kosovo Protection Forces" as logistic support. In fact, they will be the generators of suppression of any democratisation and will exclude any other force but the "KLA" from the political scene. Naturally, the backbone of these parties' programs will be the idea of an independent Kosovo.

Therefore, the plan of the international community to "lull" or cushion the Albanian terrorist organisation will, to all appearances, turn into its opposite - it is the mechanisms of international presence in Kosovo and Metohija that will be "lulled" and cushioned. Naturally, the international community (actually NATO) will never admit that, since the stake in the southern Serbian province is too high, just as it will never admit that Kosovo is only a way station in NATO's excursion to the Balkans.

All in all, whether with or without NATO's tacit agreement, the Albanian terrorists are well under way of cheating not only on the UN resolution but also on the complete action of the West in Kosovo and Metohija.

Meanwhile, ethnic cleansing of Kosovo and Metohija continues. Once this process is over, the presence of international forces in Kosovo and Metohija will any way become pointless.
