Zivadin Jovanovic's letter to Kofi Annan
April 24, 1999

Yugoslav Foreign Minister Zivadin Jovanovic late Friday sent a letter to U.N. Secretary-General Kofi Annan in connection with the continuing brutal NATO aggression on Yugoslavia.

The letter was delivered to Secretary-General Annan by head of the Yugoslav U.N. mission, ambassador Vladislav Jovanovic.

Yugoslav Foreign Minister Jovanovic called on the U.N. Security Council to fulfill its role and obligations, condemn the brutal attack and halt the crimes committed by NATO against peace and humanity.

Minister Jovanovic recalled that, despite all the requests forwarded by Yugoslavia directly to the U.N. Secretary-General and the Security Council, nothing had been done to condemn and halt brutal NATO aggression against Yugoslavia, eliminate the threats to international peace and security, and protect the U.N. Charter, which Jovanovic said had flagrantly been violated by NATO.

Jovanovic said the failure of the U.N. Security Council to take action and the fact that its work had been blocked only encouraged the aggressor, helped further increase the threats to international peace and brought in question international legal order and the very existence of the United Nations.

The Yugoslav Foreign Minister again urged the U.N. Security Council to condemn NATO aggression without further delay, put an end to the NATO crimes against peace and humanity, and protect the U.N. Charter.

Jovanovic said that was the duty of the U.N. Security Council in a situation when the number of civilian casualties and devastation inflicted by the aggressor throughout Yugoslavia daily increased.

The Yugoslav Foreign Minister also sent to the U.N. Secretary-General an annex in which Yugoslavia's positions are precisely presented, as a reply of the Yugoslav government to a letter sent by Secretary-General Annan to Yugoslav President Slobodan Milosevic on April 9.
