New Kosovo government - Kouchner's attempt to legalize genocide, anarchy and confiscation of Serbian land
December 16, 1999

Belgrade, December 16th - Yesterday's decision of the UN Civil Mission head, Bernard Kouchner, to form the so-called Kosovo Interim Administrative Council out of the representatives of the most extreme Albanians is yet another violation of the UN Security Council Resolution, another attempt to deny Kosovo-Metohija of the constitutional-legal system of Serbia and Yugoslavia and another blow to the idea of the multi-ethnic life in the region.

Kouchner did not succeeded in forming a multi-ethnic self-management in any of 29 municipalities in Kosmet, simply because there is no multi-ethnic population left in the province after the genocide against the Serbs and their expulsion from Kosmet was committed. However, Kouchner is trying, by passing the latest acts, to form an illusion of a multi-ethnic structure on the province level. The announcing that in the new so-called government of Kosovo, aside from Hashim Tachi, Ibrahim Rugova and Redzep Chosia, one Serb would be included, is nothing other than an obvious commercial trick. The "Council", consisting of four UNMIK representatives and three Albanians, should, according to Kouchner's plan, make decisions with the consent of the three fourths of the members, which means that the Serbian vote would always be outvoted.

The Serbian representatives knew nothing of the forming of the new administration under the alleged patronage of the UN; they were not included in the talks, nor would, under these conditions, there be a Serb consenting to enter such an anti-Serb government. After all, the Serbs have also resigned from the Interim Administration Council because they disagreed with its policy.

With this latest act, Kouchner's policy shows its real anti-Serb intentions. Its essence stands in brutal degradation of the Serbian people, and it is trying to proclaim the Serbs, in their own country, a national minority. Even though there is no nation in the world which is a minority in its own country, except if it belongs to another mother-country, Kouchner would like to, contrary to all authorizations he was given by the UN, transform Kosmet into an Albanian state in which the remaining Serbs, ones which were not killed or expelled, would be a minority denied of any rights.

Kouchner is persistent in his plans. This act is yet another proof of his close connection to the Albanian terrorists and the efforts he is making to actualize their idea on the independent Kosmet. The statements he made after the signing of the agreement on the forming of the Kosovo Interim Administrative Council are not accidental.

There was no need for him to say that he is happy to mark the beginning of the new government's mandate with his friends, for all he did in Kosovo - he did only for his ethnic-Albanian friends. With the words "this is a first day of the new Kosovo", Kouchner gave a new, clear sign of support to the advocates of a certain "independent" and uni-national Albanian Kosmet on the Serbian state territory. After all, Ibrahim Rugova, in his statement to the Parisian "Mondo", confirms that he understood the actual meaning of the message put through by his guardian. He states that "a time has come to formally accept the independence of Kosovo in the international presence", and that no other option except the direct connection to Brussels is acceptable. It is not accidental that among the 14 sectors formed by the newly established Council, the one for the international cooperation is also included.

After all, nothing is accidental in Kouchner's anti-Serb policy - from the ethnic cleansing of a part of Serbia and Yugoslavia from all which is not Albanian, to the well advanced forceful Albanization of the Serbian territory. His claims that the agreement has been signed with the three leading Kosmet political parties, and reached in order to include its population into decision-making, are beyond hypocrisy, because these parties are Albanian, operating with a clear separatist goal, which is being achieved with the use of terrorism and misuse of the UN's good name. This Kosmet population consists only of Albanians, for all others - Serbs, Montenegrins, Turks, Romanies, Egyptians, and Goranies - have been expelled.

Thus, the new Kosovo government is nothing but a Kouchner's unauthorized handing over of the Serbian land to the ethnic-Albanians and brutal and criminal violation of the UN documents.

Kouchner's actions are identical to the ones done by Mussolini during the World War II. He also planed secession of Kosmet and the handing over of the Serbian land to the fascist allies - the Albanian Balists. With all the power invested in him, Mussolini failed. Kouchner also does not stand a chance.
