Summary
- The Constitution of the Federal Republic of Yugoslavia made it possible
to Albanians in Kosovo and Metohija to enjoy the highest degree of human rights and
liberties, in accordance with the international conventions on human rights and other
international documents in force.
- The members of the national minorities, who represent one third of the
population of the FRY, use their rights in accordance with the Constitution, except the
Albanian national minority.
- The situation with the human rights and liberties in Kosovo and Metohija
is not the result of repression, but of the selective boycott, by the Albanian
separatists, of the Yugoslav institutions and of the state, which prevents the Albanian
national minority from using the rights they have according to the Constitution.
- The right to self-determination, at the basis of their number, which is
invoked by the Albanians in Kosovo and Metohija is not envisaged in International Law for
national minorities, regardless of their percentage in the total population of a country.
- The Albanians in Kosovo and Metohija decided, in line with their
separatist aspirations, to apply terrorism and smuggling and sales of narcotics to
the countries from which the Albanians expect support for the achievement of their
objectives, the countries that invest enormous funds in the struggle against such
activities.
- The pre-requisite for the normalization of the situation in Kosovo and
Metohija is the dialogue about the question of the achievement of human, citizens
and national rights, with the consistent application of the constitution of the FRY and a
clear condemnation of terrorism.
