[allAfrica.com] Analyse Acholi War New Vision (Kampala) EDITORIAL February 18, 2003 Posted to the web February 18, 2003 Kampala LAST FRIDAY 31 UNRF former rebels arrived back at Entebbe from Khartoum. The International Organisation for Migration will take them to Arua where they will get resettlement packages or join the UPDF. Roughly 5,000 rebels have so far taken advantage of the Amnesty Act to return to normal civilian life. Most have come from West Nile while less than 10 per cent have come from Acholi, the epicentre of the northern rebellion. Government is not against negotiated solutions. Former rebels are taking advantage of the amnesty. Other areas like Lango and Teso that once had serious problems with rebellion are now peaceful and prospering. Even in Acholi former rebels like Walter Ochorra have been elected to prominent leadership positions. Government has not excluded them from power. Of course government must continue to seek a negotiated solution to bring the LRA out of the bush. This can save money and lives.
