ISO Director General Maj. General Elly Kayanja disclosed this recently during the burial of the late Lt. Chris Ruyonga at Kasina, Kyenjojo district. The decision follows complaints that sometimes army officers fail to act on information from ISO and the growing need for collective effort. Ruyonga, who was the Kaberamaido district Internal Security Officer, was killed last week in an ambush by Kony's LRA rebels in Soroti. "ISO has not been engaging in combat but the President's opinion is changing. Personally, I am not going to rest until we go into combat," Kayanja said. Kayanja, who read a message from Betty Akech, the state minister for security, said the Kony war was not only for the northern people but for all Ugandans. Akech's message said Ruyonga had died on duty and his efforts would not be in vain. She expressed the Government's commitment to fight Kony and promised to help the deceased's family. kayanja said he was angered by politicians and other people who criticise the Government for "failing to end the war". He hailed the deceased as a judicious officer who loved people irrespective of ethnicity. "That is why though a Mutoro, he died in Teso fighting for the people of Teso," Kayanja said. He said the late Ruyonga's effort had ensured a buffer zone that had failed the Kony rebels from infiltrating Kaberamaido district. He called upon all able-bodied citizens to join the fight against Kony. Present were ISO directors Lt. Frank Banana, Lt. Ronny Balya and regional ISO Capt. Emmy Musinguzi.
