I Will Not Surrender, Lord's Resistance Army Deputy Commander Says Otti The Monitor (Kampala) NEWS November 14, 2003 Posted to the web November 14, 2003 By Walakira Geofrey Kampala The rebel Lord's Resistance Army deputy commander has said he will not surrender. Press reports yesterday quoted the Internal Security Organisation director general, Col. Elly Kayanja, saying that Mr Vincent Otti wants to surrender. Otti told The Monitor by phone yesterday that he would not return from the bush until his mission to redeem Uganda is accomplished. "Imagine! How can I surrender to UPDF yet I have the duty to redeem Ugandans?" Otti said. He said he went to the bush to fight corruption, nepotism and the marginalisation of people in the north. Army spokesman Maj. Shaban Bantariza said that the UPDF would kill Otti if he did not surrender. Asked why the LRA is killing people it wants to redeem, Otti said they only kill people who inform the army about their movements. He also alleged that some of the people are killed by the UPDF. Otti said that Charles Tabuley is still alive. The army recently declared Tabuley, a very senior LRA commander, dead. Otti said that Tabuley was shot in the leg and arm but he is still alive. "Tabuley is alive and he is about to return on his duties. Let no one deceive you that he died," he said. But Bantariza insisted that Tabuley is dead.
