[allAfrica.com] [Africa_2004] Leaders Impose Sanctions On Rebels The Monitor (Kampala) NEWS June 9, 2004 Posted to the web June 9, 2004 By Ignatius Ssuuna Kampala A Great Lakes Heads of State Summit on Burundi, has imposed movement restrictions on the leaders and members of the Palipehutu-FNL rebel group. This is to strengthen the appeal to them to join their country's transitional government. This was in a communique issued at the end of a one-day summit in Dar-es-Salaam Tanzania on Saturday. The Palipehutu-FNL is the only rebel group that has persistently refused to adhere to the Arusha Agreement of 2000 that warring factions in Burundi signed to end bloodletting in their country, form a transitional government and prepare for elections. This was in a meeting chaired by President Yoweri Museveni as the chairman of the Great Lakes initiative on Burundi, and was attended by leaders; Benjamin Mkapa of Tanzania, Thabo Mbeki of South Africa, Levy Mwanawasa of Zambia, Paul Kagame of Rwanda and the Ethiopian Prime Minister Meles Zenawi. Mozambique Foreign Affairs Minister Dr Leonardo Simao and Kenya Internal Security Minister Chris Marungaru represented their respective countries. In addition to the travel restrictions, the summit resolved also to support the transitional government and its armed forces to deal decisively with the security problem posed by Paiipehutu-FNL." The summit gave Palipehutu-FNL another 3 months grace period to join the Burundi peace process. The summit called on the United Nations and the African Union during the 3 months to study the FNL actions and advise on whether they do not violate international provisions on terrorism and other crimes.   =============================================================================   Copyright © 2004 The Monitor.
