Jarkloh The Dux of recent graduates of the Foreign Service Institute, Rufus Karmorh, says sovereignty is an illusion in terms of its utility in contemporary international affairs, and therefore called for global governance. Mr. Karmorh, a one time Administrative Assistant to the Vice President of Liberia in the Samuel Doe regime pointed out that the question of AIDS, global security, population growth globalization and international economic policy, failed or rogue states and human rights transcend the territorial borders of any given country. He spoke at the graduation of the Foreign Service Institute recently when he served as dux of his class. Karmorh said it therefore behooves all friendly nations to uphold the fine virtues of international peace and security, which he considered global covenant in international relations. "Global governance seems henceforth the clarion call at all international forums," he said. On the Liberian scenario, Mr. Karmorh observed that Liberia's overseas diplomatic missions are beset with litany of problems since the commencement of the civil crisis in the country. He named the running costs and salaries of Foreign Missions of Liberia as one of the most striking features. However, he expressed pleasure that with the new political dispensation and coupled with the international support and constructive engagement, the Foreign Missions of Liberia are likely to improve towards a positive direction. He implored Liberian policy analysts to capitalize on this opportunity to continue to enter in concert with the international community and friendly nations to ensure regional stability and international peace are fully attained. According to Mr. Karmorh, the progress level of disarmament in Liberia and the consolidating the hard won Peace is a welcome development, saying that peace is contagious. He also expressed gratitude to ECOWAS, the African Union, United Nations and the United States amongst others in the level of assistance provided to foster peace in the country, "All true meaning Liberians are fully cognizant of such sacrificial assistance," he noted. Karmorh recognized that the end of hostilities last year in Liberia eliminated threats for continuous regional insecurity and added that such has provided opportunity for countries like the United States of America to provide humanitarian assistance, reduce poverty, promote human rights, and enhance the rule of law. Mr. Karmorh then recommended to the Foreign Ministry authorities and the Liberian Government to upgrade the Foreign Service logistically and to also consider members of the graduating class for graduate studies, for fellowship tours so as to enhance their knowledge in diplomacy.
