Gen. Moses Ali. Ali, recently stopped the exercise, saying authorities in Masindi and Hoima were also expelling the Alur of Uganda. The council said Ali, being from west Nile, had no moral authority to judge rightly. The district vice Chairperson, Mr Solomon Kaahwa said Ali had suggested a discussion, but later ordered them to stop the exercise. "By the time we reached his office, he had already sent the message to his Alurs. This is absurd because the Congolese are a problem,Ali also knows this," he said. The female councillor for Budongo, Ms Peggy Mbabazi, said the Congolese had promised to poison Lake Albert and kill LCs, should they be forced to leave. After the deportation was stopped, many of them returned and have been arrested with hundreds of knives, bows and arrows. The Congolese who fled lawlessness in their country have also refused to comply to Uganda's environmental concerns. Many of them have occupied Murchison Falls National Park game reserves and recently held several celebrations following the Moses Ali decision. They held effigies of the assistant RDC Mr. Kato Matanda and the area LCIII boss Mr. Maritabu.
