[allAfrica.com] [allAfrica.com_Top_Headlines] Prepare for North Costs - Govt New Vision (Kampala) NEWS October 27, 2004 Posted to the web October 27, 2004 By Geresom Musamali Kampala State minister for disaster preparedness Amongin Aporu has told Ugandans to prepare for the high cost of rehabilitating northern Uganda after the war. "The war seems to be coming to an end. But the challenge of rehabilitating people who have never known any semblance of peace for 18 years is enormous," Aporu said. She said the northern people, especially women and children, would need the support of all Ugandans and the international community. Aporu said this at the UN Day at the Constitutional Square in Kampala on Sunday. There was a charity walk in support of young mothers affected by the war. The UN Development Programme resident representative and co-coordinator for UN humanitarian services in Uganda, Daouda Toure, said the vulnerable should not be left out in rehabilitation programmes. State minister for foreign affairs Augustine Nshimye said, "As a young army, the UPDF had a few weaknesses that negatively affected its capacity to deal decisively with the conflict."   =============================================================================   Copyright © 2004 New Vision.
