[allAfrica.com] Gen Nyakairima Warns IDPs Against Resettlement The Monitor (Kampala) NEWS 14 August 2007 Posted to the web 14 August 2007 By Jimmy Kwo Kitgum THE army has advised internally displaced persons in Acholi sub-region not to return to their homes before the comprehensive Juba Peace Agreement is signed. General Aronda Nyakairima, the chief of defence forces, instead advised the IDPs, living in numerous camps in the region to go to satellite camps at parish level, as was recently recommended by the district disaster management and security committees. "On the issue of decongestion, we (UPDF) are advising that before the peace agreement is signed, we must go slowly on the decongestion process," he said. The army member of Parliament, Maj Gen Julius Oketa delivered Gen Nyakairima's message to IDPs during the Open Day at Kitgum High School, over the weekend. Gen Nyakairima however said the displaced persons could only go to their homesteads to prepare land for cultivation and build some houses but must return the transiting camps in the evenings. Nyakairima, an old boy of the school said because the army belives in "comprehensive security" it is cautious against hurried resettlement.
