The main issue brought forward against Iraq was that it had not provided a full and complete material balance and evidence proving that it no longer had any "holdings and capabilities in prohibited weapons areas". This meant that Iraq was put in a position to prove that whatever of the targeted weapons existed was destroyed and that there was no production of those weapons happening. In practice that meant there was always something questionable and the statements incomplete. Iraq would come up with more documents and evidence which would create new questions. The already vicious cycle was further complicated by the fact that Iraq had unilaterally destroyed weapons which could no longer be fully verified.
